The Licensed Practical Nurses Act (2005) gives the CLPNNL the statutory responsibility to:
1) Set education standards for Licensed Practical Nurses; and
2) Evaluate and approve education programs in the province to determine that programs are in compliance with the standards.
In February 2021, the CLPNNL Board approved the adaption and use of the College of Nurses of Ontario’s Educational Program Approval Program for assessment of the Practical Nursing Program in Newfoundland and Labrador (NL). This process includes a comprehensive review of the program structure, the curriculum and the program outcomes. The use of this program approval process allows CLPNNL to make decisions about the viability of nursing programs in an evidence-informed, objective and transparent manner that provides assurance to the public that practical nursing graduates are prepared to practice nursing safely, competently and ethically.
The Practical Nursing Program in NL is developed and delivered by the Centre for Nursing Studies (CNS). Additionally, the program is offered in various regions in the province through an agreement between the CNS and the College of the North Atlantic (CNA).
In 2024, the Centre for Nursing Studies, as well as the satellite sites at the College of the North Atlantic, received a seven-year approval. This approval is contingent on the requirements for both organizations to submit an annual report that addresses key indicators of program success. Some of those indicators include the National Canadian Practical Nurse Registration Exam (CPNRE) results as well as the results of surveys that will be collected from Practical Nursing students and their preceptors rating their readiness for practice.
Seven years is the maximum rating possible as outlined in the CLPNNL Practical Nursing Program Guide 2022.
